Here is an overview of the internal workings of the ministry and the roles of various departments

Operations and Maintenance

  • Establishes goals and objectives for facilities and maintenance and operations;
  • Cooperate with administrators in developing short- and long-range facilities plans;
  • Develops proposals for space and site planning, optimizing use of existing resources;
  • Prepares works – in – progress reviews vis – a – vis work plan for on – going construction programs. Meets with Staff and outside contractors to review work-in-progress, identifying and resolving problems as they occur;
  • Monitors and evaluates the efficiency and effectiveness of service delivery Methods and procedures;
  • Establishes standards for level of service and monitors and appraises performance of O & M Staff. Co-ordinates Staff Training for Operations and Maintenance Department;
  • Plans, directs and Co-ordinates the departments work plan. Meets with supervisors and staff to identify and resolve problems.  Assigns projects and programmatic areas of responsibility. Reviews and evaluates work methods and procedures;
  • Directs and participates in the Development and administration of the department Budget;
  • Attends and participates in professional group meetings. Maintains up to date knowledge of new trends and innovations in the fields of capital construction, maintenance and plant operations;
  • Responds to and resolves difficult and sensitive inquiries from Staff and the public, on the instruction of the Permanent Secretary.

Design and Construction

The design and construction department is primarily responsible for taking government idea and bringing it to life using professional stalls that would result and aligns within the Government desires which would be feasible and is within the budgetary restriction for the project

  • Design new ways to use electrical power to develop or improve products such as electronic components, software, products, and systems;
  • Analyze electrical system requirements, capacity, cost and projects needs and then develop a system plan;
  • Perform detailed calculations to compute manufacturing, construction and installation standards and specification;
  • Coordinate installation, and testing to ensure that the product as built meets specifications and codes;
  • Develop maintenance and testing procedures for electronic components and equipment;
  • Inspect electrical/electronic equipment, instruments, and systems to make sure they meet safety standards and applicable regulations;
  • Work with project managers on production efforts to ensure projects are completed satisfactorily, on time and within budget;
  • Plan and develop applications and modifications for electrical/electronic properties used in parts and systems to improve technical performance;
  • Project and schematic planning for both renovations to existing facilities and construction of new facilities.

Administration and Supplies

  • In charge of general administration of the Ministry, taking directives from Permanent Secretary;
  • A co-signatory to the Ministry’s account and all monetary instruments;
  • Directly in charge of all purchases and supplies in the Ministry;
  • Responsible for general maintenance of stores and all Government assets in the Ministry;
  • Assisting in policy formulation and its execution;
  • Ensures maintenance of discipline and cohesion in the Ministry;
  • Manages and executes administrative activities using extant rules like General Order, Financial Regulations, Civil Service Commissions Regulations and Establishments Circulars;
  • Member of Departmental and Ministerial Tenders Board;
  • Oversees and administers the day-to-day activities of the office;
  • Serves as the primary point of administrative contact and liaison with other MDAs on matters concerning the Ministry;
  • Organizes and facilitates meetings, trainings, conferences, seminars and other special events in the Ministry;
  • Performs any other ad-hoc job and related duties as assigned by the Permanent Secretary.

Finance and Accounts

  • Taking charge of accounting and financial duties of the Ministry;
  • Advising in the disbursement of funds of the Ministry;
  • Advising the Chief Executive, the Accounting Officer and other Heads of department on accounting matters;
  • Managing all funds and public money due and receivable in the Ministry to ensure improved government revenue;
  • Responsible for the development and Installation of efficient accounting system of the Ministry with appropriate in-built control, as approved by the Office of the Accountant-General, in line with Financial Regulations;
  • Interpretation of Financial regulations and Treasury Circulars;
  • Preparation of Periodic/Annual Financial reports of the Ministry;
  • Processing and making payment to the beneficiaries;
  • Participating in the preparation of Annual estimates;
  • Serving as member of Departmental and State Tender’s Board and Advising on Financial Implication of Contract terms;
  • As Co-Signatories to all cheques and Monetary Instruments of the Ministry.

Planning, Research and Strategy

The department is one of the services departments in the Ministry and its responsible for the co-ordination of various activities of other departments of the Ministry, by working in close collaboration with the Directors and all stakeholders.

  • Preparation of progress and Annual Reports of the Ministry to showcase the activities of the Ministry;
  • Dissemination of information and correspondence with Ministry’s parastatals;
  • Liaison, with Government Agencies and other Bodies outside the Ministry;
  • Monitoring and Evaluation of all Energy sector project;
  • Planning of the Ministry’s programmes, projects and activities;
  • Coordination of Ministerial and inter-ministerial meeting;
  • Conducting research studies into identified and approved project in the Energy sector of the Economy;
  • Coordination of Annual Ministerial Press Briefing;
  • Preparation of Ministry’s Budget, Vetting of Estimates and preparation of Tender’s Document and Briefs;
  • Any other duties as may be assigned by the Permanent Secretary.
